As the name suggests, this applies to portable appliances, which covers a large selection of electrical goods. As a general rule, anything that can be easily moved around, such as a kettle, or vacuum cleaner, is classed as a portable appliance. PAT testing electrical equipment is regulated by the Safety, Health and Welfare at Work Act 2005 in Ireland, and is now a requirement under law. The responsibility to ensure PAT electrical testing requirements are met falls solely on the employer.

Frequency of PAT Testing

This is the process by which portable electrical appliances are inspected for problems and potential future issues by a qualified tester. Testing is necessary for many reasons, with the health and safety of those around the appliances being the main. 

While you do need to be adequately trained to be a PAT tester, that does not necessarily mean you need to be a qualified electrician. You can become certified by taking an appropriate course. It would certainly benefit you to have electrical knowledge beforehand. 

There is no single interval that applies to all circumstances. Appliances that are used will often require more frequent PAT testing than others, and the type of appliance can affect the interval as well. As a rule of thumb, this interval will typically fall between one and four years. 

PAT testing is important because, legally, a business is responsible for its appliances. Faulty electrical appliances can cause inconvenience, reduction in productivity, or can cause injury in more severe cases. Tests not only dramatically reduces the chances of an appliance failing, but it also covers your business in the event that a failure does occur.

A complete PAT test (as opposed to a visual inspection) will rarely take more than one hour. It is often much less than that for smaller and simpler portable appliances. 

As per the Safety, Health and Welfare at Work (General Application) Regulation’s S.I NO.299 of 2007, it is a legal requirement for businesses to have their electrical appliances PAT tested at appropriate intervals, with the responsibility falling solely on them to ensure that this happens. 

The difference between class 1 and class 2 appliances is the level of protection the end user has from electricity. Class 1 appliances will have a single layer of protection, whereas class 2 will have more. An example of a class 1 appliance might be a metal toaster, whereas a class 2 appliance could be a power tool with plastic casing. 

Though PAT testing is not explicitly required of landlords, they do have a legal obligation to keep their property safe for its tenants. It is a useful tool in ensuring this goal is achieved.
